For meritorious and heroic achievement as a Member of an Underwater Demolition Team prior to the capture of an enemy Japanese held Island in the Pacific War Area from July 17 to 21, 1944. Undaunted by hostile rifle, machine-gun and mortar fire, SIMS effectively assisted in preparing the way for the operations of the combat troops, and by his courageous devotion to duty, contributed greatly to the success of the hazardous mission. His gallant conduct was in keeping with the highest traditions of the United States Naval Service.
