For gallantry in action in the Republic of Vietnam on 29 April 1970. Lieutenant Todd distinguished himself while serving as a platoon leader in Company B, 2nd Battalion (Airmobile), 502 Infantry, in Thua Thien Province, Republic of Vietnam. While on a combat patrol, Lieutenant Todd's platoon was ambushed by a well-entrenched enemy force employing small arms, automatic weapons, grenade, and mortar fire. Although wounded in the initial contact, Lieutenant Todd deployed his men into a perimeter to gain fire superiority and prevent an enemy flanking maneuver. Despite his wound, he maneuvered under fire to the wounded members of his unit and administered first aid. While doing so, however, Lieutenant Todd was wounded a second time by enemy fire. Still able to move, he maneuvered around the perimeter distributing machine gun ammunition and withdrew his platoon to allow for an aerial rocket artillery assault. Numerous times he ran to enemy positions and marked them with smoke grenades for the armed helicopters. After the aerial rocket artillery assault, Lieutenant Todd led his men in a ground attack and overran the enemy positions. Lieutenant Todd's personal bravery and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
