For heroism in connection with ground operations against a hostile force in the Republic of Vietnam. Specialist Four Stepp distinguished himself by exceptionally valorous actions on 13 June 1969 while serving as a Radio-Telephone Operator with Company A, 3rd Battalion 21st Infantry. On that date the Company was in its night laager position near Phu Truong when it came under intense hostile mortar, rocket propelled grenade and automatic weapons fire from a large North Vietnamese Army force. As the initial barrage was still impacting throughout the perimeter, Specialist Stepp began coordinating communications between the elements of the company. With complete disregard for his personal safety, Specialist Stepp then left his relatively secure position and ran into an open area in an attempt to draw fire upon himself and locate the enemy. Upon receiving .50 caliber machinegun fire, he directed gunships to the hostile emplacement and then rushed to the aid of several comrades who had been wounded in the battle. Ignoring heavy volumes of fire being directed against him, Specialist Stepp gallantly pulled the casualties to a secure location where he safely administered first aid. His courageous actions were instrumental in saving the lives of his fellow soldiers and in thwarting the enemy attack. Specialist Four Stepp’s personal heroism, professional competence, and devotion to duty, are in keeping with the highest traditions of the military service, and reflect great credit upon himself, the Americal Division and the United States Army.
