For heroic achievement in connection with military operations against the enemy at Luzon, Philippine Islands, on 9 February 1945. When it became necessary to establish communications between a forward observation post and his company command post, Corporal Voska volunteered to the mission. With several riflemen to furnish protective covering fire, he started to lay the wire across an open field under hostile rifle fire. After proceeding several hundred yards the group was caught in a mortar and artillery barrage which wounded three members of the supporting party. Although the remaining riflemen remained behind to assist the wounded, Corporal Voska courageously continued alone to complete his mission and establish the vital communications.
