For heroic achievement in operations against the enemy while serving as Operations Officer, 1st Battalion, 1st Marines, 1st Marine Division, I Marine Expeditionary Force, Saudi Arabia from 28 December 1990 to 27 February 1991. Throughout the entire period, Captain Wagner exhibited superb tactical knowledge and uncommon professionalism in maneuvering the battalion against numerically superior enemy forces. On 24 February, at Al Burgan Oil Field, the battalion became engaged with an Iraqi mechanized battalion. While under fire, Captain Wagner calmly orchestrated the destruction of the enemy force. The following morning, he moved to the most heavily engaged company and again skillfully directed the battalion in defeating an entrenched enemy brigade. The next evening, his tactical influence was instrumental in the destruction of enemy mechanized forces in the vicinity of Kuwait International Airport. Captain Wagner’s initiative and courageous actions were in keeping with the highest traditions of the Marine Corps and the United States Naval Service.
