For heroism in connection with military operations against a hostile force: First Lieutenant Bettcher distinguished himself by heroic action 22 August 1968 while serving as Senior Advisor, 269 Regional Forces Rifle Company, Loc Ninh District, Bien Long Province, Republic of Vietnam. While the company was moving through Loc Tan Village, Loc Ninh District on a house to house search, it was suddenly subjected to intense enemy fire from an enemy force of unknown strength. With casualties falling about him, Lieutenant Bettcher disregard for his personal safety as he moved around the battle area, estimated the enemy’s situation and rendered timely precise advice to his counterpart. Realizing the necessity of additional fire support, he immediately called in gun support which helped to quell the enemy fire. His tactical ability and courageous leadership under perilous conditions were significant factors in defeat of the enemy force. First Lieutenant Bettcher’s heroic actions were in keeping with the highest traditions of the United States Army and reflect great credit upon himself and the military service.
